Archer Western, a member of The Walsh Group, is currently seeking a Design Build Manager for the Southeast Region Water Group. Our Southeast Regional office is located in Atlanta, GA, and includes management of projects in Georgia, Florida, and the Carolinas. We are experiencing great growth in this market, and our teams are managing several major water/wastewater treatment plant projects.

Pursuit Phase:

  • Managing pursuit teams of engineers, contractors and consultants
  • Analyzing RFPs & RFQs, compiling proposal outlines, and compliance matrices and schedules
  • Leading the proposal process to ensure all team members complete required assignments that reflect the strategic objectives of the proposal
  • Selection of design consultants
  • Negotiation of teaming agreements, MOU’s, and subcontracts
  • Selection of specific design professionals
  • Design approach brainstorming & critical concept reviews
  • Temp engineering concepts and designs
  • Review of proposed design schedule
  • Design task force participation
  • Design estimate review
  • Monitor design progress
  • Recommend design coordinators
  • Specification and preliminary design review

Design & Execution Phase:

  • Overall monitoring of design process
  • Review of design advancement and schedule progress ensuring integrated P6 schedule
  • Monitor design team performance
  • Design approach brainstorming and evaluation of critical concepts
  • Temp engineering coordination and design – integration into perm design
  • Design task force participation on critical items
  • Evaluate the feasibility of alternative design concepts
  • Monitor implementation of Design Quality Management Plan
  • Supply recommendation of design coordinators, discipline coordinators and PDS/ADS manager
  • Design subconsultant selection support
  • Design management standards processes and procedures
  • Design management and design organization review
  • Contribute to the development of the design closeout plan
  • Designer and subconsultant scope and payment resolution
  • Independent technical oversight to monitor compliance with contract requirements


Post Design Phase:

  • Ensure organizational setup supports construction schedule
  • Monitor cost of PDS/ADS efforts and effect on construction costs
  • Monitor client engagement in PDS/ADS process
  • Monitor implementation of design closeout plan
  • Ensure project Quality Management Plan and Design Quality Management plan are aligned to help in the delivery of the intended product
  • Involvement in the review and authorization of design change orders
  • Monitor the integrated P6 schedule to ensure project is on track
  • Monitor implementation of design Quality Management Plan
  • As-built drawing completion and overall project closeout
  • REA/Claim Support



  • 15 years of design and construction management experience
  • Bachelor’s Degree in architecture, construction management, or civil engineering
  • Ability to manage a variety of multi-million dollar heavy civil construction projects from afar
  • Strategic thinker

  • Excellent technical writing and editing skills
  • Ability to manage multiple assignments
  • Strong understanding of developing cost estimates
  • Work schedule flexibility
  • Ability to travel due to business need
